Yes, fae is left somewhat obviously disabled by Crane's extended use of faer as a test subject for experimental and new strains of his toxin... But that first week, maybe two weeks after fae left? That's when Kronos was the worst.
I like the idea that fae ran to Edward first, who just literally was unequipped in helping faer. He didn't want to just leave Kronos out there for Crane to find, not with the stories fae was telling... But even HIS GENIUS couldn't figure it out (/light hearted.)
Which is part of how Strange entered the picture. He heard Crane's partner had run off, Crane was hunting through the city for faer... Now was his second chance to secure faer for himself, and he made the most of it. He approached faer the way you ought to approach an injured stray. Even if fae was with Edward still, the deal Strange cut was too good to turn down. Besides, it was someone who could handle...
During that first week-ish, it wasn't just night terrors and panic attacks. Kronos didn't seem to ever actually stop panicking. It was becoming worrying strain on faers heart. Whatever strain Crane used to try and impair faers escape was leaving quite the hangover after its initial effects.
And Strange lowered his voice and walked faer through every little step. Kronos was so dissociative, and he would explain things there times if he had to. Kronos had a very rational fear toward him, but he made himself as accommodating as possible. He made himself maybe the only support system fae had--he wasn't exactly allowing visitors.
Kronos, shaking, pathetic thing fae was then... By day 3 under his care, fae was running to him from left over hallucinations. Shivering over visions of Crane still chasing faer, and begging him for anything to make it all stop. By the time fae was done puking all over faerself and having those waking nightmares, he had his foot well in the door.
By the time Kronos' more permanent symptoms could be determined... The night terrors and panic attacks... He had already made himself look like such a good option. Because he knew how to help, even if more frequently, he didn't care to.
Even if he wasn't transparent with what he did, nobody else knew how to handle that week-ish where fae was nothing but a mess.
Well, the bat, maybe...
But Kronos wasn't going back to Arkham, where Crane would immediately find faer.
