It's not a revolutionary statement; of course she's dangerous, she's a well-established criminal, after all. But that's not exactly what Steven means. He gets the sense that people underestimate her even now, and that despite getting overshadowed by Gotham's more colorful characters, she has more influence and more potential than most people give her credit for.
He's not from Gotham, but everyone knows that this is where the magic happens. ...in a very, very loose sense of the word. Afton Robotics is looking to expand, but the same rogues that make Gotham such an intriguing new territory also make any attempt to "muscle in" on the lucrative realms of manufacturing, tech, and experimentation particularly dangerous. If the company has any hope of succeeding, it will need a point of contact here.
...a contact just like Ms. Dahl, who's powerful enough to be of use, but not so well-established that she wouldn't have anything to gain from a newfound alliance. Hopefully.
