With railway construction at a standstill and the companies virtually bankrupt by late 1875, despite the provincial government's expenditure of over a million dollars that year, the government finally announced that it was taking over the North Shore Railway and Montreal Colonization Railway to create the Quebec, Montreal, Ottawa and Occidental (QMOO) Railway that would, as the name suggested link Quebec City with Ottawa. Joly, in response, blamed the government for allowing the North Shore company to fail and sarcastically congratulated the premier for seizing the opportunity to lose as much money on railways as had the federal government.
