The city’s offer of a $14 million TIF subsidy wasn’t what JDL Development President James Letchinger wanted. It wasn’t even close. He had requested $32M in tax dollars to build expensive luxury housing in Uptown under a $220M plan that has since its inception divided the community because of disagreements over affordable housing, historic preservation and TIF funding. But now it’s back to the drawing board for JDL.
