Even if you don't know who Joel Rifkin is, you're going to feel like you have heard this story before. He was born January 20th, 1959. At 3 weeks, he was adopted by a middle class family from East Meadow, New York. He performed poorly in school due to learning disabilities and was socially awkward, making him unpopular. Rifkin went to community college but dropped out, after which he worked as a self-employed landscaper (such a serial killer thing to do). His murder spree began in '89, when he solicited, strangled and dismembered a prostitute, Heidi Balch, in his East Meadow apartment. He then proceeded to murder at least 8 women, all prostitutes. He has confessed to 17, which is much more likely than the 9 he was convicted for. . On June 24, 1993, Rifkin picked up Tiffany Bresciani, a prostitute who was working on Allen Street in Manhattan. Tiffany was with her boyfriend, punk rock musician Dave Rubinstein at the time and told Rubinstein that she would return in 20 minutes. After failing to return, Rubinstein called the police with a description of the 1984 Mazda pickup truck driven by Rifkin. . On June 28, 1993, two troopers with the New York State Police were patrolling Long Island's Southern State Parkway when they noticed Rifkin's pickup truck. A high-speed chase ensued which ended when Rifkin crashed into a utility pole in Mineola, directly in front of the courthouse where he would stand trial. Troopers arrested Rifkin after detecting a foul smell stemming from the back of the truck and found Bresciani's decaying body under a tarp. .
