The author of the picture is Hollywood portraitist George Hurrell.
The photo was taken in Los Angeles, at Harrell's studio.
At the time of the shooting, the actress was only 15 years old (at that time she was still performing under her real name, June Vlasek). It was a promotional photo shoot to promote her early film work, in particular the film "Chandu the Magician".
Original caption: "Black silk crepe with white polka dots fashions the lounging pajamas worn by lovely June Lang, Fox Film featured player. Incidentally, her new hair arrangement was designed and created by Denis Phillips, hair stylist, Fox Film Studio, who has named it the 'Sunshine Girl Bob'."
