The author of the picture is Hollywood portraitist George Hurrell.
The photo was taken in Los Angeles, at Harrell's studio.
At the time of the shooting, the actress was only 15 years old (at that time she was still performing under her real name, June Vlasek). It was a promotional photo shoot to promote her early film work, in particular the film "Chandu the Magician".
