It's Aoi Shouta!!!!!! <3 <3 He used to be called SHOWTA. so yeah. He's a Voice Actor now, and that song was from the series, Tsukiuta.

Rainy Moment was for Tsukiuta June (Tsukiuta is for each month - It literally means 'Month Songs'.), and it's called that because it's the rainy season in Japan :) The character is Minaduki Rui :)
