Does anime count? Dragon Ball Z, if not then Pokemon. Before that The Powerpuff Girls and before that The Flintstones. And let's not forget Lizzie Mcguire (Lizzie was not a cartoon, but whatever)

Yes to both if they are really good. I don't really like the gore ones, it has to be really scary or creepy!
