Two former top leaders of the Sun Myung Moon’s Unification Church have landed big jobs in right-wing bases in Washington, D.C. Michael Young Warder…is now director of administration at the Heritage Foundation…meanwhile, Gary Jarmin…is now legislative director of the Christian Voice Lobby. Both men say they are no longer associated with Moon. Former Moonies have been eagerly awaiting the defection of someone on Warder’s level. But when telephoned by “Ex-Moon”, the national coalition of apostate Moonies, the former publisher wouldn’t talk. When “Mother Jones” called Warder to ask if he is a mole for Moon, he denied the charge. Stressing that he has made a clean break… But he declined to reveal any information on the operations of the Moon projects he led. Over at Christian Voice, Gary Jarmin insisted to us. “I’m no longer affiliated with the church; “I’m not a member of it and I don’t consult with their people…I think my actions speak louder than my words.” Some of Jarmin’s actions however, seem to speak out of both sides of his mouth. The February 20 edition of the Moonie student newspaper ran a lengthy interview with him, in which he hyped Christian Voice but did not mention his own history with Moon.

During the summer of 1975, when Charles Kim was soliciting stock subscriptions…Pak arranged a meeting at Moon’s residence in Tarrytown, N.Y., attended by Charles Kim, Jhoon Rhee, and Raymond Gilkerson, a businessman with banking experience whose son-in-law was prominent in the Moon Organization.

Gary Jarmin - CNP 1984-85, 1988, 1996, 1998…president, Jar-Mon Consultants, Inc;  Legislative Director, Christian Voice, a front for the Unification Church; Lobbyist and political consultant in Washington, D.C.; President of Jar-Mon Consultants, Inc., a firm specializing in political activism, election campaigns and foreign policy matters in East Asia; designed and directed registration drive in 1984 for American Coalition for Traditional Values; Chaired Christians for Reagan campaign in 1980 and 1984; Former leader of the Student Alliance for Education, former secretary general of Moon’s Freedom Leadership Foundation; 1975 worked for American Conservative Union, a senior group founded by Young Americans for Freedom, stayed as legislative director four years. Christian Voice has come under fire recently for misrepresenting itself, and for its ties to the Moon organization…At the center of this controversy is lobbyist Gary Jarmin, a Moonie from 1967-1973(4?) who was active in Moon’s Freedom Leadership Foundation and who many suspect may be a Moon agent in the New Right. A May 1981 article in “Mother Jones” raised this question … [… ] by February 1983 Jarmin had helped organize the first CAUSA North America conference, held in Jamaica. Also in attendance were Christian Voice chairman Robert Grant and Advisory Board members W. Steuart McBirney and Ray Allen, and political strategist Colonel V. Doner. The relationships go even deeper. The three-member board of Christian Voice’s political action committee is chaired by Jarmin, and includes Rev. Don Sills of the Moon-funded Coalition for Religious Freedom. In August of 1985, Jarmin helped organize CRF’s God and Freedom Banquet held in celebration of Moon’s release from jail. He also led legislative workshops at secretive CAUSA indoctrination sessions for American state legislators during 1986. These events drew about 100 conservative legislators from both parties to all-expense-paid junkets, ostensibly to discuss the Constitution. A more elite version of these meetings is the CAUSA-sponsored American Leadership Conference, where Jarmin has spoken. Jarmin has been joined at other CAUSA events by Robert Grant, who addressed the 1985 CAUSA National Conference in San Francisco. Grant currently chairs the Executive Committee of the Coalition for Religious Freedom.

Christian Voice is one Moon-connected group that has operated out of the Heritage building. A ‘former’ Moon operative, Gary Jarmin joined the Christian Voice (CV) staff. CV’s chair, Robert Grant, has been a leader of Moon’s Unification network front groups such as the American Freedom Coalition.

Michael Warder, 1968 graduate of Stanford University with a degree in Political Science, quickly became a top Moonie directly reporting to Moon, rubbing up against known KCIA/CIA operatives, including Tom Ward and Bo Hi Pak. Michael Warder was a Director of the Unification Church of America in 1977. He was listed as Director of Tong II in 1978, and was the largest American stockholder of Tong II Enterprises in the 1970’s. He was Secretary of the International Cultural Foundation. He had an editorial position in News World Communications which published the UC New York newspaper, ‘The News World’ – later called ‘The New York Tribune’. Cheryl Gilkerson, his wife, joined the church in Paris, where Tom Ward also joined the church as a student around the same time. Cheryl and Michael left the church in 1979 and remain married, and Michael continues to be a proponent of right-wing politics, employed for years by the Claremont Institute, a conservative think thank. Their son Michael Warder Jr. also went into political science,  and later law. He spent five years in the Marine Corps. He founded the “Russian Club” at school. Their daughter Amy Lynn went into law as well.

On the 1962 Reorganization of the Unification Church as a Political Tool of Japan, South Korea, and the U.S., Pt. 4

Donald Fraser on April 2, 1975, a year before Fraser led a congressional investigation into the KCIA's operations in the U.S., including its relationship to the Unification Church Parts 1 through 3 traced the transformation of the Unification Church from a marginal Korean religious sect into a tool of the emerging U.S.–Japan–ROK anticommunist bloc. Under the direction of KCIA director Kim Jong Pil, the church was reorganized in 1961–62 to operate at the intersection of intelligence networks, far-right political networks, and covert state diplomacy. Key episodes in this process was Kim Jong Pil’s 1962 trips to Tokyo and the U.S., the Kim–Ohira Memorandum, and Kim making a private visit to UC members in San Francisco. By the end of 1962, the UC had cemented its role at the hinge of shadow diplomacy and right-wing coordination, laying the groundwork for its later covert political activities, such as financing death squads through WACL and COINTELPRO-like activities for the FBI. Part 3 explored Kim Jong Pil’s private engagement with early UC members in San Francisco, an episode documented both in Michael Mickler’s history and in congressional records. The following excerpts show how the KCIA director personally interacted with the church’s American members. Michael Mickler on Kim Jong Pil’s visit to San Francisco, excerpted from A History Of The Unification Church In America, 1959–74 - Emergence of a National Movement:

Chairman of the newly emerged Supreme Council for National Reconstruction (SCNR) in Korea, Jong Pil Kim journeyed to the United States in November, 1961, for talks with American leaders and a meeting with President John Kennedy. After the talks, he spent two days in San Francisco before returning to Korea. During his stay in the Bay Area, Miss Kim received a call from a Colonel Han, a church member and one of Jong Pil Kim’s aides and interpreters. He had arranged for Miss Kim and five American members not only to attend a reception but also to have an audience with the chairman. At the reception, members met another aide who had recently joined the church, and in the private audience Miss Kim spoke of her work in America. In addition, each American member gave a brief testimony of their experiences with the church. While the meeting was relatively routine, its significance was enormous for a community which was struggling with obscurity and rejection.

On Kim Jong Pil’s visit, excerpted from the 1978 Report Of The Subcommittee on International Organizations Of The Committee On International Relations U.S. House of Representatives:

While in San Francisco, Kim Jong Pil stayed at the St. Francis Hotel. There he met secretly with a small group of UC members, who were among Moon’s earliest followers in the United States. The subcommittee staff spoke to a person present at the meeting between the UC members and Kim Jong Pil, who recalled that Kim told UC members he would give their movement political support in Korea, though he could not afford to do so openly. A former U.S. official who accompanied Kim during his stay in San Francisco corroborated the story about the private meeting.

Note: For some reason, Mickler says the San Francisco meeting took place in November 1961, but Lofland and Boettcher/Freedman say November 1962.  For the early American members who met Kim Jong Pil, what had seemed distant or abstract, namely Moon's political eschatology, became tangible, and there were direct links, both in the membership and among their allies, to the international machinery of the anti-communist movement. The depth of the UC’s ties to Korean intelligence is seemingly confirmed by one of its earliest members, Chung Hwa Pak, who recounted in Chapter 5 of The Tragedy of the Six Marys:

The Unification Church is worried about me because I know every aspect of Mr. Moon…Mr. Moon was afraid of my being arrested because I could tell the whole truth about him. I didn’t know what to do…When I visited Seoul, I was introduced to two army colonels. They were Pak Bo Hi and Han Sang-kook. Mr. Moon told them that I was his right-hand man, and that they should learn many things from me. Three years later Park Chung-hee succeeded in his coup and appointed Kim Jong-pil as the director of the KCIA (Korean Central Intelligence Agency). Both colonels were his right-hand men. After that, Pak Bo Hi worked in America and became Mr. Moon’s new right-hand man…I was an obstacle to Mr. Moon’s abnormal method of expansion…Mr. Moon…he was worried about me because I could tell the police the whole truth about him.

Which Moon representative arranged anti-communist terrorist funding in 1978?

Declassified FOIA documents confirm the high level of involvement of the Unification Church in terroristic anti-communist operations throughout the 70s. According to the documents, several representatives of the Unification Church were in 1978 meetings with CORU (Coordination of United Revolutionary Organizations), a CIA-backed anti-Castroist terrorist organization known for assassinations and bombings, including in the U.S. One Unification Church member disclosed that the church had funded 85% of the World Anti-Communist League (WACL), an anti-communist organization known for backing, organizing, and funding death squads throughout the world. This representative understood the violent and terrorist nature of such operations, stating (and reiterating) that "Rev. Moon desires to discreetly establish and finance a network of radical anti-communist groups around the world to fight the communists inasmuch as Moon fears the United States will withdraw from Korea and expose Korea to the North Korean communists."

Many have wondered who could this mysterious member be? Some have speculated it was Paul Perry (Paulo-Juarez Pereira) but the physical description (white male, 6', light brown hair, light brown eyes, light complexion, athletic build) does not match, as Perry is shorter, and Perry/Pereira was not in charge of any major organization in 1978. Though it is redacted and says "in charge of ______ affairs," the missing word is likely "political."

It's worth noting that this physical description does match one individual: Neil Salonen, who served as the President of Unification Church USA from 1972 to 1980, when he was succeeded by Mose Durst, and head of its primary political arm in the U.S. at the time, the Freedom Leadership Foundation.

Salonen had also visited FBI HQ earlier that year, on January 26, 1978, to "explain for the record the activities and purpose of the [Unification Church of America] and to enlighten the FBI and provide a clear picture of that church for future reference." He explained various UC-connected organizations and provided the agents with church publications for reference. The agents noted that he was very courteous. He raised concern over the 250+ cases of adult members being forcibly taken by their parents or by hired “deprogrammers,” and noted that the FBI investigating such cases often didn't interview victims directly, instead trusting the parents’ assurances that their adult children were “safe at home.” Salonen argued that many of these individuals were being held under duress and he urged the FBI to ensure personal interviews in the future.

Salonen’s positions within the church put him at the heart of its political maneuvering, making it possible for him to go to the FBI HQ and be given ample time to thoroughly defend the UC. In the 70s, Salonen found himself leading the National Prayer and Fast Committee during the Watergate crisis, being invited by Bob Dole to his office in 1976 to discuss "concerned parents" and "former members" and the problems of deprogramming, as well as cooperating directly with the KCIA (including working with Moonie and KCIA officer Kim Sang Keun) in organizing anti-Japanese demonstrations in 1974 throughout the U.S. Former members who took part in this march "recalled that while the demonstrators were near the Korean Embassy, someone came out of the Embassy and spoke to Neil Salonen. Shortly afterwards Salonen called the demonstration off."

It has not been confirmed that this individual is Neil Salonen, but as somebody who directly coordinated church campaigns and efforts with the direction of the KCIA, it is likely that he knew of and affirmed the UC's funding of anti-communist death squads.
