Hi, my opponent plays Ashcloud Phoenix , I kill it then it comes back face down, can I ask him details about the facedown card since we both know what is it or can he refuse to answer me ?

Your opponent can’t lie about it, but doesn’t have to give you the information.

You can always ask a judge for the Oracle text of a card, though.
