Private military contractors have been developing electronic weapons, such as the one used to induce "Havana Syndrome", and testing it on innocent American civilians to blame on Russia and other plausible American enemies so they can drum up a use case for congress to sign off on the military throwing money at them, courtesy of Pentagon-private military kickback schemes. They test these weapons on civilians in the areas they develop them in, like where parts of the atom bomb was developed, in Oak Ridge, TN, and other areas nearish to the Pentagon with poor education and local economies reliant on the private military sector. The populations of these areas are usually prone to high rates of drug abuse and severe mental illnesses such as schizophrenia and psychosis, due to the use of these weapons on the local population.
