My personal headcannon for Steve's Mother (Kitty "Kit" Harrington) is she is an alcoholic, philanthropist. She is incredibly kind and caring but she is wedged under her husband's thumb and has some pretty bad anxiety and depression because of it. She'll go through lulls where she will be drinking all the time and not leaving the house but she is a functional drunk so the house is always tidy and she is always put together. Then she'll be sober (or "only drinking socially") for a couple months and she'll have this new great hobby! Making gift baskets. Bonsai gardening. Charitable organization planning. Landscape planning, etc. Then she'll fall back into that sad lull because what she really needs is a husband that loves and supports her.
This has resulted in Steve being her primary emotional caretaker. She (in essence) neglected his childhood growth because she needed someone else to be emotionally strong for her because of the neglect she was suffering from. Steve doesn't see this as abuse nor does Kitty. He loves his mom very much and she loves Steve very much but she can't be present or a good parent because she lacks the ability to emotionally regulate and take care of herself.
This looks like crying/complaining to Steve over things a tween/teen boy doesn't need to know about his parents' marriage (His father cheating on her, etc) and Steve having to be very self sufficient. He is very forgiving of his mother, but she accidentally taught him a lot of bad things. 1) Forgiving and listening to his father no matter what. 2) Unrealistic level of how much alcohol is "normal" vs "too much." 3) Needing to take care of everyone to feel valued. 4) Looks/appearance is the most important thing (Kitty is for sure a "trophy wife" even though she has way more value than that). 5) Lack of self preservation.
Kitty is a good person that did bad things because she is unwell. This being the 80s... The stock put into her behaviour and how she treats her son is not nearly enough.
