Im not a native english speaker either so idk if this helpshdhdsh but to me 'reassuring' is more like... If someones like 'oh my hair looks crap' and then the other person goes 'no it doesnt'. Thats reassuring someone, trying to put their mind at ease when they worry about something. And 'assuring' someone is more like giving a very confident positive way of saying 'im sure about this'. Like "'youre taking the wrong exit', he assured her"
