My headcanon is that a rich guy fell for Kuchel and became her regular, telling her that he would take her on the surface but they won't be having Levi. That her child must stay in the underground and Kuchel lost it, turning down his offer and telling the rich guy she would never leave her baby alone and so, Kuchel stayed in the underground for Levi.
