There are various ways to mitigate the risk of an L7 DDoS attacks, but one of the best options is to use IPS (Intrusion Prevention System).
In an effort to help prevent L7 DDoS attacks from occurring, one should take the following precautions: Install a DNS service on their own. This will prevent any routers from being leveraged by attackers to tamper with DNS resolution. Monitor what ports are being targeted and upgrade the router so it is not susceptible to DDoS attacks. Change the MAC address of the router.
