HRRRM both. He's had good touches before, mainly with the squad mentioned in Squad Tactics of his lifecycles, they were a pretty tactile bunch. He would need a day or two after long deployments to adjust but then he would be just, y'know, casually leaning against the person he's standing by, attempting to get others to groom the joints of his wings for him. He misses falling asleep at the edges of the group huddle (definitely not a cuddle pile). It became rarer as time went on.
And they knew to be careful when he came back from his 'doctor' visits. A little less 'shove him in the locker' and a little more 'oh no i've sat on your legs and now you can't go anywhere, what a shaaaaame'.
After they're gone and he spent more time alone/mostly just with the scientist?
It's like being so hungry you're sick to your stomach: it makes his plating crawl and his fuel tank *twist* even though he wants it. He doesn't reach for it though, doesn't have the baseline trust for some of the touches.

Around bots he doesn't know or alone: quiet, withdrawn. Very much still listening (or trying to) to the conversation but also staring into the depths of his drink for its secrets. Until someone realizes "hey wait is he asleep on his feet?"
More relaxed/with bots he knows? Clingy and more of a twisted gearshaft. Instead of leaning over someone's shoulder he's hooking his chin on their shoulder 'to stabilize', leaning against others for support long before he needs to, that kind of thing.
He's still quiet in compared to others, but he's more willing to throw out some zingers (especially if he's leaning on a bigger bot he can hide behind).
