O5-13 "Tamlin" and O5-13 "AI Complex"
The O5-13 position is technically split between two holders, neither of whom formally has a vote. How and why this came to be the case is largely unknown, but there is no contention between them.
O5-13 “Tamlin”
Gender-fluid. Unknown descent. Unknown origin. Appearance varies. Consistently tall and red-headed.
He appears to act mostly as a consultant for Command and to offer input regardless of if it is desired. Beyond that, there are conflicting reports on his relation to the O5-13 vote and whether or not he can ever take it for himself.
Some conversations imply that he does other work on occasion, but the Council dislikes when he does this. Others imply that it would be difficult for him to do any kind of work at all.
Between his nature in relation to time and his general demeanor, he’s gained a reputation as being unreliable. It’s believed that he may sometimes take advantage of this to share classified information for his own amusement, under the assumption that no one will believe him.
Some reports say that his varying appearances are all simple alterations of each other. Others say that his appearance varies wildly, sometimes similar, and sometimes with every single aspect changed completely other than being tall and having red hair.
His house is subject to much speculation and assumed to be impossible to adequately describe.
O5-13 “AI Complex”

It is assumed that its role is to be consulted on decisions. There are conflicting reports on whether or not this is done, and how often, if it is. Messages apparently from this O5-13 are seen on occasion in the form of errors and similar.
The idea that the complex is dangerous to use, or misuse, is a popular one, but actions seem to contradict this. Members of Command are seen to use the complex in a manner similar to an Amazon Echo. It is possible that these messages are not from the true complex. It is also possible that there are both safe uses of it and uses that are unsafe, and that they use the safe functions while avoiding the less safe functions.
