I can see both the alphas purposely being moronic for slightly different reasons.
I can see Sasuke's alpha saying something purposely dumb when Sasuke is having a bad day and being very withdrawn. Sasuke has a lot of bad days, but no matter how bad the day is, he simply can't resist entering a conversation when he hears his alpha claim that 'the ocean is blue because it reflects the sky'. It makes Sasuke feel emotions that aren't sadness.
Itachi's alpha does use it as a seduction technique I think, mainly because Itachi is very obviously more affectionate when his alpha says or does something stupid, so I think his alpha would eventually pick up on it. Like, maybe his alpha wears glasses (either all the time or temporarily for a medical issue or something) and they purposely put them on their head and then walk into the living room and ask Itachi if he's seen their glasses.
And Itachi walks over and presses himself closer to his alpha than strictly necessary and takes their glasses off their head. Itachi probably also bites his lip, and the alpha knows their plan has worked!
It only takes about ten more seconds before Itachi is throwing himself at them and stripping out of his clothes.
