Me Freeze is my favourite Batman villain, he's one of my favourite pieces of the Batman mythos along with Jason Todd, i would even argue that he's a top 3 villain in Batman's rogues gallery [2-Face and the joker, when he's written well]
like all good villains Freeze is a reflection of Bruce, both men became who they are by the death/loss of a loved one, Thomas & Martha Wayne and Nora Fries, both by uncontrollable circumstances, the shooting in crime alley and Nora's illness, and after these respective tragedies both characters became obsessed with a single goal, Freeze by revenge on Gothcorp for pulling the plug on his cryogenic experiment to prolong Nora's life [in 'Heart of ice' Bruce Timm and Paul Dini wrote the story as if Nora died during Freeze's accident, it wasn't until 'Deep freeze' where it was retconned that she survived, which has become the standard for the character] and Bruce by his crusade to stop crime in Gotham, with no care for whatever may happen to themselves, their main difference being is that Freeze has little to no regard for human life in stark contrast to the Bat
i think Mr Freeze should be the villain of 'The Batman pt 2' unlike the Riddler who was obsessed with the Bat, Freeze's doesn't care for anything other than his revenge on Gothcorp, he would make a great contrast to Bruce to show how far he's come since the 1st movie, Freeze's mission being very similar to Bruce's mission against crime, Freeze's disregard for human life would parallel to how Bruce's disregard for his duties as Bruce Wayne caused loads of problems, |The Batman 2 is gonna be set during winter in a Gotham recovering from a flood with loads of freezable water, and having Nora revealed to be still alive would tie in with the growth of hope in the story
