Kagero Okuta or better known as Giran. If i’m not mistaken he is the League’s like talent scout sort of, while also being the one to help with villain’s costumes. He is very well known in the underground and according to Kurogiri has mad business skills. Also his scarf looks like intestines....now onto his quirk which is Muddiness, if he comes into contact with your head it will cause the previous five minutes to become vauge like minor amnesia.
