More of my headcanons about Pan's master plan...

When Killian went to Neverland seeking a way to kill the Crocodile and also to buy time until he had a good plan, Pan offered him a deal. Killian's desire for revenge could be used for Pan's own purposes, and in change of staying in the island, Killian would do his dirty work: capturing children who tried to escape the island, bringing in new children, and getting rid of some who were no longer useful. Killian would be a villain so that Pan could be the hero. That is how villains are made...

I have another piece of the puzzle involving Rumple, but I'll leave that for another time...
