Seriously how much eyeshadow does a super villain need? It's like he's the Batman with all that make up. Clearly, Winter Soldier is in his goth phase. In fact, that's the whole movie. Winter Soldier is in his room playing metal music loudly and Cap comes to door and yells "Bucky! Turn that down!" and then WS is all like "YOU DON'T CONTROL ME! AND MY NAME IS WINTER SOLDIER NOW!" And Cap just sighs and assures himself that he will grow out of it. Then WS shoots him on the steps of the White House.

There is nothing wrong with eyeshadow :P They could lower it down though.
