“NetCare” แอปช่วยแก้ปัญหาเด็กติดเกมก่อนเกิด

การกำหนดกติกาเพื่อการใช้งานอินเทอร์เน็ตของเด็กและเยาวชนกลายเป็นเรื่องสำคัญที่สังคมไทยต้องตระหนักมากขึ้น เพราะเมื่อกลายเป็น "เด็กติดจอ" อาจจะก่อให้เกิดปัญหาต่างๆ ตามมา ไม่ว่าจะเป็นโรคซึมเศร้า แยกตัวเอง ไม่สนใจสิ่งแวดล้อม ไม่มีสังคม ตลอดจนไม่มีการทำกิจกรรมร่วมกันในครอบครัว และร้ายที่สุดคือลุกลามจนเป็นปัญหาครอบครัวและสังคมขึ้นมาได้ ดังนั้นการควบคุมให้พอดีจึงเป็นเรื่องสำคัญและบางครั้งต้องมีเทคโนโลยีเข้ามาร่วมด้วย จึงเป็นที่มาของแอปพลิเคชัน NetCare “NetCare” ซึ่งเป็นแอปพลิเคชันที่ออกแบบและพัฒนาเพื่อเป็นเครื่องมือสนับสนุนการดูแลการใช้งานอินเทอร์เน็ตของเด็กและเยาวชนให้มีความเหมาะสม และเสริมสร้างความสัมพันธ์ในครอบครัว ซึ่ง กสทช.ได้พัฒนาขั้นและได้รับความร่วมมือจาก 3 สถาบันการแพทย์ ได้แก่ คณะแพทยศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย คณะแพทยศาสตร์โรงพยาบาลรามาธิบดี และคณะแพทยศาสตร์ศิริราชพยาบาล มหาวิทยาลัยมหิดล ร่วมเป็นที่ปรึกษาในการพัฒนาแอปพลิเคชันด้วย แอปพลิเคชันนี้ประกอบด้วย 4 ฟังก์ชันหลัก ประกอบด้วย 1.ฟังก์ชันกำหนดระยะเวลาการใช้งาน โดยสามารถตั้งจำนวนชั่วโมงที่ต้องการให้ใช้งานได้ในแต่ละวัน เช่น วันจันทร์ถึงศุกร์ ใช้ได้ 2 ชั่วโมงต่อวัน วันหยุดหรือเสาร์อาทิตย์ ใช้ได้ 3 ชั่วโมงต่อวัน 2.ฟังก์ชันกำหนดช่วงเวลาการใช้งาน โดยสามารถระบุช่วงเวลาที่ให้ใช้งานอินเทอร์เน็ตได้ เช่น ระหว่าง 1 ทุ่มถึง 2 ทุ่ม 3.ฟังก์ชันพักการใช้งานบางแอปพลิเคชัน เช่น ต้องการปิดยูทูป แต่เปิดเว็บไซต์หรือกูเกิลเพื่อใช้ค้นหาข้อมูลได้ และ 4.ฟังก์ชันพักการใช้งานอินเทอร์เน็ตทันที นอกจากนี้ ยังมีปุ่ม SOS ที่เครื่องลูกไว้ใช้ในกรณีฉุกเฉิน เมื่อกดใช้งานแอปพลิเคชันจะทำการโทรหาผู้ปกครองทันที พร้อมส่งตำแหน่งที่อยู่ (Location) ไปยังอีเมลที่ผู้ปกครองลงทะเบียนไว้ ซึ่งเป็นประโยชน์ในการเพิ่มความปลอดภัยให้กับคนในครอบครัวด้วย นายก่อกิจ ด่านชัยวิจิตร รองเลขาธิการคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (รองเลขาธิการ กสทช.) กล่าวว่า การใช้งานอินเทอร์เน็ตมากเกินพอดีกลายเป็นการเสพติดการใช้อินเทอร์เน็ตโดยเฉพาะอย่างยิ่งเด็กและเยาวชน โดยทุกวันนี้เราจึงมักเห็นเด็ก ๆ นั่งก้มหน้ามองจอโทรศัพท์เคลื่อนที่ทั้งใช้ในเชิงที่เป็นประโยชน์ เช่น ค้นหาข้อมูลเพื่อทำการบ้าน หรือใช้เพื่อความบันเทิง เช่น ดูหนัง ฟังเพลง เป็นต้น จนทำให้เกิดภาวะ “เด็กติดจอ” ซึ่งส่งผลกระทบทั้งสุขภาพร่างกาย จิตใจ ทำให้เกิดปัญหาในด้านต่าง ๆ ตามมา กสทช.จึงเล็งเห็นถึงความสำคัญในเรื่องความสัมพันธ์ของครอบครัว และเป็นการป้องกันปัญหาที่อาจเกิดขึ้นจากการเสพติดการใช้อินเทอร์เน็ต รวมถึงการใช้งานในทางที่ไม่ถูกต้องหรือรู้เท่าไม่ถึงการณ์ของเด็กและเยาวชน จึงได้พัฒนาแอปพลิเคชันดังกล่าวขึ้นเพื่อเป็นเครื่องมือให้ผู้ปกครองใช้ดูแลการใช้อินเทอร์เน็ตของลูกหลาน การติดตั้งเพื่อใช้งานแอปพลิเคชัน “NetCare” ทำได้ง่าย ๆ โดยการดาวน์โหลด netcare.nbtc ในระบบ Android ที่ Play Store (สำหรับ เครื่องเด็กใช้งานได้ใน Version ไม่เกิน 8.0) และสำหรับระบบ iOS สามารถดาวน์โหลดแอปพลิเคชันเพื่อใช้เป็นเครื่องแม่ได้ที่ https://netcare.nbtc.go.th/ Read the full article

"How many of you have a mosquito net at home?" Every hand of the 20 women in the group shot into the air. They knew the answer to each question I threw at them - Where does malaria come from? What are the symptoms? Why is it particularly bad for people living with HIV to get malaria? We did a cost analysis of the financial burden of malaria, comparing prevention to treatment, and recognized how much money is saved simply if we avoid getting sick. Many times throughout the session I found myself wondering if this was just a nice review and perhaps they weren't learning anything new. We were headed into the final part of the session - bed net care and repair, when I made a slight change to my question. "How many of you slept under your mosquito net last night?" Only one hand went into the air. No matter where we are in the world, even when we have the knowledge, we know the benefits and the money we can save on prevention, and we have access to the tools we need to make it happen, positive health behaviors are hard, and we find other barriers and beliefs that stand in our way.
