for your html question. you want to open the actual code part of your theme and strg + f for the word 'small'. if you find something in your theme then just set the font size to the same as your bod part, if not just write down this bit of code: small { font-size: desired size in px;} somewhere between the and the tag. that should fix it for most themes.
