Chromatic: Someone who is non-white, who refuses to make the ACTIVE DECISION of passing for white. They will never let others assume they are (at all, or fully) white and will be open and vocal about their non-whiteness.
Not the same as being UNABLE to pass for white. I suppose this would only really apply to those who conventionally COULD pass for white, for example, light-skinned folks, those with hair that is not conventionally Black (straight, curls that could be attributed to other ethnicities, etc), or those who do not practice "common", "typical", or even "stereotypical" cultural practices that might signal one is non-white.
Inclusive towards mixed folks who have white family/ancestry, who are also open and vocal about their non-whiteness!
