This is because in Ancient Egypt shaving your head was a funerary custom to mourn and grieve the dead (And without spoiling.. he experienced a lot of that in his ancient life time). His hair was just starting to grow out when he got himself slapped in the ring as punishment for his crimes against the gods. I also picture him being able to grow out his hair faster than average so that's why his hair is longer in art I've done of him in modern times. :> (Someone will comment about it in the new chp 17 I'm working on.)
