Theres an online game kinda like the batman game you described that you wanted, its dc universe online. You start off creating your own character, powers, appearance and skill types and all that, then you choose is you wanna be a villan or a hero. Then depending on your choice you can choose which character is your mentor. In the villain case you can be mentored by the Joker, placing you in Gotham. Then you can do really cool mission involving varied characters and places within the dc universe
I've heard of that, but what I had in mind when I wrote that post was something more along the lines of the Arkham series except with the player controlling their villain rather than Batman. :)
