I will do something that no Oncer ever did: I will defend the Blue Fairy.
Yes, she can be cold ,and have a holier than you attitude, but I think she had more than enough reasons for not helping Regina.
People are always mad that she didn't allow Tinkerbell to use pixie dust to help Regina find her true love. They say that if she allowed Tink to help Regina, the Evil Queen would never have been a thing.
However, here's the catch.
At that point in time, Regina was firmly under Rumple's thumb, who was grooming her into becoming the Evil Queen to cast the Dark Curse so he could go to our world and search for his son.
First, there's no way in hell he would allow a simple fairy to derail his decade old plan of finding his son.
Second, Rumplestiltskin KILLS fairies. He can literally EXPLODE them without difficulty. On his pawn shop in Storybrooke he has a whole collection of magic wands that he stole from the fairies he killed.
And third, he literally likes collecting magic artefacts. In the lore of the series, Pixie Dust is said to be like Fairy Dust, but "nuclear". It's just too dangerous to let it near the apprentice of one of the most powerful magic collectors of all the realms.
So refusing to help Regina and banishing Tinkerbell were cold, but it was to stop a young, reckless fairy from using a powerful magic near the apprentice of a powerful dark wizard who kills fairies, collects magic, and is super possessive of said apprentice.
Even banishing Tinkerbell just makes it less likely that Rumple will go after her.
So, the Blue Fairy is just an example that nice is way different from good.
