Kurogiri is a Nomu of Oboro... and we don’t exactly know how much of Oboro is left in him, so theories tend to vary. 

It sorta works out like... Kurogiri is an extension/version of Oboro (they used his body + quirk), but Oboro isn’t exactly Kurogiri.
