because joaquín wasn't really fucking bucky like that in the first place, tried to be nice and bucky was being bucky and yanked his sleeve off and jumped off a plane, so mr. frozen soldier probably isn't really his cup of tea anyway, especially when he saw how shady he was towards sam during a large chunk of tfatws, he probably sat there and listened to sam rant about how stank bucky was being during that time and filed it all away, he probably knows all about how sam uprooted his life to help find mr. ex assassin and how that same ex assassin is constantly giving sam his ass to kiss over HIS FEELINGS about their mutual dead friend
