Poor, hopeless Katniss. When Boggs asks who she'd support as a leader, "President Coin? Or someone else?" Katniss says she's "never thought about it."
Democracy is old and new. Plutarch suggests a republic, a system of elected representatives, and the idea is totally foreign to Katniss. She's only ever known a dictatorship and hasn't even thought, in the weeks since Plutarch's idea, about for whom she'd vote if she could.
And then, after he describes how Coin has sent Peeta to kill her, eliminate the risk that the Mockingjay wouldn't endorse her presidency, Katniss doesn't even comprehend why Boggs is so determined to protect her from him. "Why? You don't owe me anything." Because up to this point, Katniss has protected those she feels she owes and has been protected by people who needed her for a purpose. For the first time, she's forced to consider that perhaps she deserves to live just because.
