It's a real long read. But for me it just clears up the reasons for why something so important can be so unprofitable.

To summarize:

Government mandated blending with vegetable oil/ethanol is silly and uneconomical.

EU legislation is very strict. Better off refining in India!

Refineries are out of date. They are configured for gasoline while diesel demand is increasing.
