Yes. The Indian reservation system is one of the oldest and most extensive affirmative action programs in the world. It has its roots in the Communal Award by Prime Minister Ramsey MacDonald in 1932, which was the continuation to the Morley-Minto reforms, and the predecessor of the Government of India Act 1935 and the Poona Pact. The intention of these "reforms" were, according to Mahatma Gandhi, was to punish the Indian nationalists for demanding autonomy from Britain, designed to permanently Balkanize India by creating deep political fissures. This was perhaps a rare moment of lucidity in Gandhiji's life. The separate electorate for Muslims led to the creation of Pakistan. The separate electorate for Anglo-Indians or those of European descent led to a compromise after partition - Frank Anthony, the President of the All India Anglo-Indian Association, made a deal with Prime Minister Jawaharlal Nehru that Anglo-Indians would have fixed members in the Parliament. This Anglo-Indian reservation was abolished in 2020, because of the population decline of Anglo-Indians due to them emigrating to the Commonwealth countries, while the remaining now contest with the same rules as rest of Indians. The separate electorate for "Depressed Classes" led to the current reservation system in India.
To give you an example of how these laws were never designed to be fair, making Gandhi's point of view valid, in January 1935, the Congress President Rajendra Prasad and All India Muslim League leader Muhammad Ali Jinnah had a discussion in the Sessions . One major point of the discussion was that with regard to Hindu representation; Jinnah admitted that the outcome of the electorate scheme, especially after the Poona Pact, ‘was unfair to the Bengali Hindus’. However, Jinnah was unwilling to concede when asked by Prasad to grant the share of the depressed classes out of 119 Muslim seats.
The Hindu society was essentially punished for adapting to the British rule and taking up British education in order to get jobs. Muslims, who refused to go to English schools (which was the very reason why Sir Syed Ahmad Khan started the Aligarh Movement) were awarded a separate electorate because they were unable to get jobs and grow a middle class that could organically get political representation. "Depressed Class" Hindus (at the time, all miscellaneous non-Muslims, non-Christians and non-Sikhs were categorised as Hindu) were "depressed" only because of the British taxation policies, which created a class of people who had to toil all day in order to pay taxes to the British Empire. But look who was punished. The Hindus who fought back against the British occupiers.
Indian reservation and quota system has no proven benefits to the society. It is claimed that in states like Tamil Nadu, a proactive affirmative action policy has led to improvement in literacy, economic, and human development indicators in that state. The purpose of the reservation policy was to uplift the "marginalised" (I'm putting this in quotes because there is no definition of what it means in the Indian context) and bring them into the middle class. However, how effective has that really been? China, Japan, Korea and Vietnam had extremely feudal, hierarchical society. Most of Europe had legal serfdom until the late 19th century. In fact, in Europe the class system is still very much there; class disadvantaged individuals still face prejudice and systemic, generational barriers in society. None of these countries have such a lunatic affirmative action and reservation policy. Yet all of these countries are doing much better than India when it comes to literacy, economy, and human development. How come? Many European countries have free and universal education from classes 1 - 12, many of them have free universities. These countries invested heavily in their manufacturing, and had robust vocational programs and a welfare system. They also had the advantage of growing in the decades of economic growth. In this period of growth, India was lagging far behind due to Nehruvian policies. You cannot create wealth and a middle class with retarded reservation policies. You create that by investing in your manufacturing. By creating jobs and giving every single citizen the opportunity to get free education in childhood. There are still class issues in Europe, China, Japan, and Korea, but you never really hear about them all that much. In India, it is a subject of electorate politics and balkanization threats. 
Anyway, to get back to your point, I agree that just for historical reasons there should be constitutional mechanisms to monitor unfair, possibly dangerous, recruitment practices that could threat the integrity of India. Literally, the historical reasons alone should alert Indian. authorities to this issue. Hindus must remain vigilant and have strong advocacy groups. Unfortunately, this TCS incident just proves that you cannot trust certain someones to power, which is sad for the upright, law abiding Muslims because it's them too getting the brunt of the outrage.
