Ok, I just looked over some of Mai's files that Rose stole. Apparently Peony had been acting like this (being able to have their opinion changed) for a while because of a (in Mai's words) "Error" she "could not fix" She resolved this by adding more wires to Sparrow, which if removed would allow Peony more access to think outside their job?
