A Law is an Ordinance of Reason
Aquinas Says:
"...a law is imposed on others by way of a rule and measure. Now a rule or measure is imposed by being applied to those who are to be ruled and measured by it. Wherefore, in order that a law obtain the binding force which is proper to a law, it must needs be applied to the men who have to be ruled by it. Such application is made by its being notified to them by promulgation. Wherefore promulgation is necessary for the law to obtain its force." (https://www.newadvent.org/summa/2090.htm#article4)
So it is clear that an unenforced law is not a law.
For example, if police do not enforce a penalty for exceeding the speed limit by a few MPH (in most districts they do not), then exceeding the speed limit by a few MPH is not a crime (in most districts).
Now let's talk about Barry Bonds.

promulgation
noun. the act of making a law or decree known, or formally putting it into effect, by public declaration: Upon adoption, signing, and promulgation of these provisions in the established procedure, they acquire the power of law.
Promulgation
n. The act of promulgating; publication; open declaration.
n. In law: The first official publication of a law which has been passed, or of an ordinance or a proclamation.
n. More strictly, the final order of the sovereign power which puts an enacted law into execution.
Promulgation is the formal proclamation or the declaration that a new statutory or administrative law is enacted after its final approval. In some jurisdictions, this additional step is necessary before the law can take effect.
