Harvey and Neil were both kids who were involved with play.co, Harvey was an orphan, and Neil was the child of Dr. Weathers(the one doctor that respected the experiments as people and children instead of objects)

Both are 19 and are in an organization run by people who have survived similar situations and facilities like the factory, as well as the other orphans that survived the hour of joy. They were presumably dead, the only people in the factory who knew they were alive being Poppy, The Prototype, and the 3rd person who will be joining them.
