Sure, I’ll explain how I did it under the cut :D Also, sorry for the late reply!
First set up a new document and arrange the images, shapes and text. Try to organize the layers in groups. When doing the animation, organization will be very important.
On the Timeline panel, duplicate the first frame. I always start animating from the second frame on, so I don’t mess any layers initial setup.
Now duplicate the same frame three more times. On the 5th frame we’ll start doing that click effect on the arrows. Make visible the left yellow arrow layer and duplicate the frame three times; with this we have eight frames total. On the 8th one, hide the yellow arrow layer again and then duplicate the layer.
On the 9th frame, move the tfw layer group to the right till Cas is in the center. I recommend making three squares framing the images so you know where you’re going to. After animating everything you can delete them. Then, change the opacity of the highlighted layers.
Now, select the 8th and 9th frames and click in the Tween button.
I entered the value of 6 frames, but this is up to you. You choose the number of frames depending on how fast you want the transition.
Now we have 6 new frames making the transition between the 8th and the 15th, former 9th.
Duplicate the 15th frame a couple of times and animate the right arrow, just like we did with the left one, and then move the tfw layer group so now Dean is in the center again. Remember to animate the image and the text. Then, animate again the right arrow and make Sam the center image. At last, animate the left arrow and move Dean to the center again. Make sure to have the same amount of frames in the intervals, so the animation looks smooth and symmetrical. Set the looping to forever and save it as gif.
