Radio-actives were created in a secret underwater base where human researchers experimented with alien technology. One year ago there was a huge security breach, a lot of the radio-actives escaped. A lot of them died but there are rumors some survived...
The radio actives all have one enhanced human sense or skill. However they also have one huge weakness. The radio-actives were failed experiments. So, for example, someone with super strength is also blind. Or someone with enhanced vision has no strength so has to sit in a wheelchair.
