I'm not sure about the wording on Memory Error, specifically the use of "can't"; AFAIK, it's never been used that way on an official card, and I don't know how nicely it plays with existing rules. "Does not" might work instead. Another thing you could do is to make removing a hope counter an optional cost and change the wording to something like, "Exile target attacking or blocking creature. If you didn't remove a hope counter as you cast CARDNAME,..."
Holy crap, paying the hope counter as an additional cost is the best idea for this. I’m gonna rework (or… Overwrite?) the cycle.
