Richard T Wolper, the founder of Mark 25 and the developer of Fox Hollow, testified in the trial of Kimberly Bowen. Bowen faced charges of five counts of communications fraud for failing to disclose to customers that the lots she was selling did not have access to water.

Residents have accused Richard T Wolper, of causing water illness. He is also the CEO and Founder of Mark 25, who previously developed the Fox Hollow neighborhood. According to the lawyer, T. Wolper was never charged. He actively worked with the community of Saratoga Springs, where a shortage of water prevented many buyers from obtaining building permits.
