For all of Les Mis 1998's crimes (of which there are many) the movie does absolutely go the fuck off moments before Javert's suicide when Javert lifts Valjean's chin with a gun and says "I'm going to spare you from a life in prison, Jean Valjean. It's a pity the rules don't allow me to be merciful," before proceeding to throw himself into the Seine.

The moment is of course immediately ruined when Valjean just watches it happen and walks away smiling, but, y'know... that's Les Mis 1998 for ya.
