This was such a great moment to show Maul's pain. He is the leader of this group but he's hidden away; being tended to by Icarus and watched over by Scorn. When those fleeting moments of weakness bubble to the surface (in this scene when his prosthesis is being repaired) that emotion is permitted to be seen by them and them alone.
Maul is clearly searching for familial companionship (both through Icarus and Scorn but also through his desire to aquire an apprentice)
Maul is still a Sith - to train a Sith apprentice would mean still abiding by those ancient rules set out by Bane. But its still something he desires. I feel that there's a chance what Maul wants with Devon is to foster a parental role in her life through a master and apprentice relationship.
When I said that I thought Icarus or Scorn would die and it would remind Maul of how he lost Savage I did NOT THINK WE WOULD GET A SCENE FOR SCENE PARALLEL WHAT WAS THAT
