if you can't literally ride your shifter partner, into battle or to the super market, are you really utilizing them?

Not just animals, but shadows, tentacle monsters, beings just skirting the line of comprehension.

Humans can only shift to sentient beings equal or higher in intelligence than them.

As such, they will never actually know they can shape-shift until aliens visit….
