Wow do I hate episodes of Law and Order like this one I get super uncomfortable and agitated over it but there's no other channel to really watch

I seem to recall seeing an old movie once as a kid where the world was underwater??? there were battle submarines or something too I think

it was animated and had to do with a guy ending up stranded on like wreckage or something and there’s this mermaid type girl- but she isn’t actually a mermaid I think- saving him??? and they like, go underwater at some point

It’s such a vague memory, but what I do remember is so distinct that I swear it’s real

I’ve looked to find it so many times but I come up with nothing and it’s driving me nuts
