Bridging the Gap: Socially Integrating Cross-border Regions
Cross-border territorial cooperation represents a fascinating arena for research because of its varied and evolving intricacies. It can be viewed as a development lab where social interactions between different species are formed, or the opposite, a barrier-laden territory destined to increased failures. I, being the optimist that I am, see it as the former rather than the latter.
Neighbors from two or more countries sharing a common space, which generally includes living, cultural and employment dimensions experiencing complex social and economic conditions largely make up cross-border territorial cooperation. This common space comes with a border that physically is made up of rivers, walls, mountains, distance, etc. But other “soft” barriers exist including cultural, language, mobility and heterogeneity. This second list of barriers, if left to themselves, negatively impacts the exchanges and relationships of both populations making cross-border cooperation increasingly difficult.
To enhance territorial competitiveness and economic development, cross-border cooperation needs to evolve from free trade areas that allow the movement of persons, goods, services and capital to common spaces of cross-border governance unifying educational, commercial and government structures. A step in the right direction is the emergence of bridging institutions to facilitate this unification process.
Bridging institutions are a key feature for cross-border cooperation. They represent the platform in which a social base is first established in a cross-border region. In cross-border contexts, bridging institutions should be focalized to areas of cooperation identified within each region. In many cases, they must be stimulated in order for them to appear, and it is critical that they consist of actors within all walks of economic, social and public life. These institutions will serve to reduce the gaps between both sides of the border region and aid in the generation of social capital and social innovations leading to the development of trust, networks and a shared vision. Once a social base exists within these bridging institutions, it will be easier for these key elements to permeate throughout the rest of society.
As per my description of bridging institutions, linking the cross-border cooperation gap, in my view, becomes a socially motivated experience involving the establishment of a social base. This social base takes into account the role that social capital and social innovation play in the continued shaping of these competitive regions. In a previous post (in Spanish), I have explained the analytical framework that gives shape to my use of bridging institutions to socially integrate cross-border territories.
Economic development, growth, GDP, and success are all terms we have come accustomed to hearing with regard to territorial viability. Their common denominator is that they are mostly all measured in purely economic terms. Other aspects within an economy, such as social or geographical, are numerous times neglected (Krugman 2011). I recommend focusing on these social aspects of an economy such as - social capital, social innovation, social networks, and trust as the foundations for building cross-border cooperation.
Interdisciplinary literature exists to describe, understand and interpret these cross-border social relationships within other fields. This literature includes the excellent analysis and dimensions of Social Capital by Nahapiet & Ghoshal (1998) and the diverse range of definitions and practices of Social Innovation by Geoff Mulgan et.al (2007). I suggest bringing together these interdisciplinary approaches to enable us to answer the following questions: What is a Social Base? and What are its impacts on Economic Development and Competitiveness strategies in cross-border contexts?
Social capital is essential to the development of territorial innovation models and economic development strategies because of its intensely cooperative behavior (Nahapiet & Ghoshal 1998). Social innovations, defined by Mulgan et.al (2007), simply as a new set of practices, actions or services aimed at solving social needs, are, as well.
In fact, one of the barriers touched upon on Mulgan's work on social innovation is that of relationships. He states that relationships in the form of social capital are a vital necessity for getting things done. Because of this fact social capital becomes a key component of social innovations, promoting the fact that change is coming and mobilizing it through its system of networks. This then allows us to arrive at a point for explaining that a social base is established when social innovations enhance existing social capital and when social capital develops social innovations.
These days, developing a social base seems to be essential for effective cross-border cooperation. Many promising cross-border collaboration platforms (see Supporting cross-border inter-clustering, why matter?) ultimately will rely on it. To study the social interactions within a social base is intriguing and while there are significant challenges to assessing these interactions, it is part of the process of making cross-border cooperation work. And as this is the objective of my doctoral thesis, in my next post I will detail the work I am doing together with Miren Larrea and Miren Estensoro to collect the data that is necessary to assess the impacts this social base has on cross-border competitiveness and economic development.

En los últimos años una gran cantidad de literatura se ha escrito, a través de una serie de disciplinas académicas, tales como la economía, la administración de empresas y la geografía, para enfatizar que los Modelos Territoriales de Innovación (TIM’s por sus siglas en ingles) desempeñan un papel clave en el desarrollo económico y la competitividad de las regiones. Al mismo tiempo, existe un interés renovado y creciente sobre el rol que el capital social y la innovación social juegan en la continua formación de estas regiones competitivas. En base a estas nuevas tendencias en el desarrollo regional he desarrollado la propuesta de un modelo analítico, como un intento de conceptualizar y poder explicar mejor el valor de la fusión de estas dos teorías, particularmente en el contexto de las regiones transfronterizas las cuales experimentan complejas condiciones sociales y económicas.
Hay una falta de investigación sobre la importancia de las relaciones sociales dentro de las actividades económicas y la forma en que afectan directamente a los Modelos Territoriales de Innovación. La literatura TIM hace mención sobre una base social dentro de sus modelos, simplemente no explica cómo funciona esa base social.
Una gran cantidad de los estudios sobre los modelos territoriales de innovación se centra sobre las tres principales bases que integran dichos modelos (Asheim et al, 2003:. Cooke, 2003, Wolfe, 2003, Isaksen, 2002, Malmberg y Maskell, 2002). Las bases que se han identificado son las siguientes: 1. –Base Económica (Mercado), 2. - Base Social y 3. - Base Tecnológica. La literatura producida mayormente en referencia a los TIM’s se centra en la primera y tercera base, la base económica y la tecnológica y en su mayor parte deja de lado las descripciones sobre cómo funciona y opera la base social.
Para ello, existe literatura interdisciplinaria para describir, comprender y explicar estas relaciones en otros ámbitos. Esta literatura incluye el excelente análisis sobre las dimensiones del Capital Social (Nahapiet, J., & Ghoshal, S. 1998) y la diversidad de definiciones y prácticas de Innovación Social (Mulgan G. et al., 2006, Moulaert, F., 2005). Uno de los principales retos de esta propuesta de modelo analítico es precisamente reunir a estos enfoques interdisciplinarios y que ellos nos permitan responder a las preguntas que carecen de enfoque en el TIM.
¿Qué es una Base Social? ¿Cuál es su impacto sobre el desarrollo económico y las estrategias de competitividad en un TIM? Es esta base social digna de un trato igual al de la base tecnológica y la base económica (mercado)? Para responder a estas preguntas, presento un modelo analítico que se adapta a analizar cómo la creación de esta base social, la cual defino como la unión de los diferentes actores de la sociedad civil comprometidos bajo los esquemas de confianza, las redes y una visión compartida (capital social) y motivados a crear nuevos conjuntos de prácticas, acciones o servicios dirigidos a resolver las necesidades sociales (innovación social), impacta las estrategias de desarrollo económico y competitividad de la región. Hago hincapié en la importancia de esta base social porque estoy estudiando estos acontecimientos en contextos transfronterizos, que por sí mismos son extremadamente complejos tanto social como económicamente.
Este modelo se origina derivado de la falta de atención proporcionada a los aspectos sociales dentro de los Modelos Territoriales de Innovación y sus tendencias a tratar dichos aspectos como un hecho. Creo que estos acontecimientos deben ser estudiados con un enfoque de capital social y de innovación social, colocando los principales enfoques en la confianza, las redes, la visión compartida y las estrategias socialmente innovadoras para el bien común. Este modelo, por lo tanto, se basa en un proceso de tres etapas destinado a identificar el impacto que estos aspectos sociales (base social) tienen sobre las estrategias de desarrollo económico y de competitividad en un contexto transfronterizo. Las etapas a través del cual estos impactos se analizan son: Etapa I - identificación de las instituciones puente para la cooperación transfronteriza, la Etapa II - determinar los niveles de capital social y la innovación social dentro de estas instituciones puentes y la Etapa III - Identificar las estrategias de desarrollo económico y competitividad exitosas derivadas de estas instituciones puente.
La propuesta de este modelo analítico sirve como una guía para las investigación empírica de los casos de estudio dentro de mi disertación, Cómo impacta una base social a las estrategias de desarrollo económico y competitividad en un contexto transfronterizo: Un comparativo de casos de estudio entre la Región Laredo (EEUU-MX), Eurorregión Aquitania(FR)-Euskadi(ESP) y Öresund(SUE-DIN).
Me imagino que, al final de mi investigación, me encontrare con la idea de que la integración transfronteriza regional requiere proximidad, infraestructura, dinero, y lo más importante esfuerzo. Creo que el "esfuerzo", que se define como un intento vigoroso o determinado, es uno de los factores más influyentes para las regiones transfronterizas para existir. Es muy necesario que exista este esfuerzo por ambas partes de una región transfronteriza con el fin de poder poner en práctica políticas publicas, estimular los lazos de integración, construir infraestructura y unir a los factores socio-institucionales de la región transfronteriza.
Aparte del esfuerzo, creo que las estrategias de desarrollo económico y competitividad transfronterizas no pueden lograrse sin una base social fuerte formada por la unificación de sus dos pilares: el capital social y la innovación social. La innovación se produce a diferentes niveles o sectores. Ocurre dentro de las empresas, entre las colaboraciones públicas y privadas, en las universidades y los dos subsistemas de los sistemas regionales de innovación. Todos estos sectores tienen un denominador común, las personas. En una región transfronteriza, más que en ninguna otra región la integración social es la base para la innovación. Es por ello que este modelo busca establecer a las relaciones sociales dentro de la actividad económica en los modelos de innovación territoriales como el factor más relevante para el desarrollo económico y la competitividad transfronteriza.
