Okay so here's how this goes, guys. For hovertext, the HTML is <a href="URL of link" title="text for popup">text to use as link</a>
But for those of you who want to put HTML in your answers, I recommend you use xkit to draft the answer first. From there, you should be able to get to the HTML. It's a crap ton of work, but if it matters to you, it's still possible.
