Social-Ecological Interactions on the Coast: Cumulative Pressures on Working Waterfronts in Harpswell, Maine
This thesis explores the cumulative pressures facing working waterfronts in Harpswell, Maine, through an analysis of the values that guide the current and planned use of these areas, and an assessment of the instruments available to maintain or adapt working waterfronts in the face of socio-economic and climate change pressures. As part of an examination of the ways in which cumulative pressures act upon the resilience of Harpswell's working waterfront social-ecological systems, this research emphasizes the role of place attachment and relational values in shaping how working waterfronts are valued, and the underutilization of non-regulatory land use controls for working waterfront protection. Finally, the thesis makes the case for piloting a relatively novel concept of ‘cultural seascapes’ as a potential lens for integrating cultural and relational values into resilience discourse and decision-making surrounding planning for resilient working waterfront futures.
Abstract
Harpswell is a working waterfront community in Cumberland County, Maine, with 200 miles of coastline and a strong commercial fishing heritage. This thesis explores the cumulative pressures facing Harpswell's working waterfronts, analyzes the values that guide the current and planned use of these areas, and assesses the instruments available to maintain or adapt working waterfronts in the face of socio-economic and climate change pressures. Using the Drivers-Pressures-States-Impacts-Response (DPSIR) framework and values analysis, this thesis examines the ways in which cumulative pressures act upon the resilience of Harpswell's working waterfront social-ecological systems. This research thesis emphasizes the role of place attachment and relational values in shaping how working waterfronts are valued, and the underutilization of non-regulatory land use controls for working waterfront protection. Finally, the thesis makes the case for piloting the concept of a ‘cultural seascape’ as a potential lens for integrating cultural and relational values into resilience discourse and decision-making surrounding planning for resilient working waterfront futures.
