Overview: The Greysaw Vigilante Network is an organization operating within the city of Greysaw. They work alongside the city’s police force and fulfill a similar purpose, but are a separate organization. They generally focus on going after superhuman criminals. The majority of GVN members and all of its field personnel are superhumans themselves. Technically, the members of the GVN have not been considered actual vigilantes for several years, as the organization was legally sanctioned and pardoned for past vigilantism several years previously, but the name stuck.
Early days: The Network was founded and is currently led by one Preston Hartman, alias “The Operator”. He acted as mission control and tech specialist in the early days of the organization, and continues to fulfill both purposes, though he no longer needs to do so alone. For the first two years of its existence, the organization operated illegally, though after the city realized that they were actually helping significantly, they offered to fold its members into existing branches of law enforcement. Some members agreed, and joined other branches or organizations, but many insisted on retaining autonomy. Eventually a compromise was reached: The Network would remain separate from the Greysaw police force, but would in most circumstances answer to the same government. Its members would be pardoned for past vigilantism, and the Network would receive government funding.
Current status: The Greysaw Vigilante Network in its current state operates throughout the city of Greysaw. They generally leave the city’s police alone and are in turn left alone, though joint operations are not uncommon when required. Members of the two organizations have something of a rivalry, though this is mostly cordial and is strictly prohibited from interfering with either organization’s work.
In General: The Network is comprised of around 80-90 members at any given time in the present day, with about two-thirds being office and administrative staff, and the rest being field operatives. Each member receives a code when they join the organization (ex: GVN-O3-56, signifying Greysaw Vigilante Network, Office division 3, Operative 56).
Office Staff: The office personnel of the GVN are comprised of mix of baseline humans and superhumans. They do everything required of such an organization, from paperwork to engineering.
Administrative Staff: The highest-ranking members of the GVN are responsible for liaising with other groups, allocation of resources and funding, and mission control, though the last duty is divided between members of administrative staff and certain members of office staff, depending on the situation.
Field Operatives: The Network’s field operatives are comprised of superhumans, as the jobs undertaken by its members are generally too dangerous for baseline humans. However, with the rise of new technology mitigating this problem, there are currently several baseline human applicants for field positions in the GVN. Superhuman field operatives are trained within the Network to utilize their abilities more effectively in the various situations they are expected to face, and also receive custom-made suits first made by the Operator, and later by him and a group of experts.
The field operatives of the GVN have reached essentially celebrity status within Greysaw and its neighboring cities, with merchandise, news spots, interviews, and deals with various companies becoming common in recent years; how this is viewed depends on the individual.
Many operatives have taken on fanciful “codenames” in addition to their GVN codes. A few examples are Operatives Peregrine, Greyhound, and Wizard.
Rivals and Enemies: The Network’s biggest rival is the Enigma Syndicate, led by an unknown but powerful family. Said syndicate is by far the biggest single source of crime in the city, and has its hands in weapon, drug, and human trafficking, murder, hostage-taking, coercion, ransoming,...it would be easier to list the crimes they have not attempted.
