I like both Roys. Roy Eliwood had that very useful flaming sword, making the only clone of which I cared. Roy Koopa is just plain cool.
Roy was both bottom tier in Melee and in his own series. Flaming sword means nothing when you suck. Not sure if he’ll be any better in Smash 4 either.
I’m still annoyed that he’s in Smash 4 again but by all means don’t let that stop you from enjoying him.
