For context, other spirits seen wearing this armor lived during the Merethic and First Eras, about 2000 years before the life and times of this ghost. Apparently, Cuhlecain had his late Second Era army outfitted with antiques.

The sole break in this pattern in the early contracts is the one against Baenlin, but they specifically incentivize you to avoid any contact with him. By the time they start asking you to go after more dubious targets, they have already had you perform more than a half dozen jobs for them.
